Cut the old broken wheel. Apply Super Glue to the mating surfaces and fit to the vertical pin, making sure the glue is not preventing the new roller from rotating.
It is likely easier to remove the arm to install the new roller. I did that by carefully grinding the top of the 2 rivets holding the thin stainless steel arm to the rocker section. Glued the thin stainless steel arm in place afterward, using strong fishing line to secure the thin arm to the rocker.
